China News Service (by YIN Li from Beijing, September 4) — As a global event for the first time in the music circle as well as an important step for China to get involved in international cooperation on music education, the Global Leadership Network on Higher Music Education hosted by China Conservatory of Music will be unveiled in Beijing this month, according to the information released at the press briefing held on September 4.
This Global Leadership Network is aimed to serve as a platform for resources sharing and international cooperation on music education, increase the cooperation and exchanges between conservatories, explore the paradigms of high-caliber musician cultivation, lead the trends of international music development and hold high-level international music competitions, as informed by WANG Liguang, President of China Conservatory of Music, at the briefing. More than 30 presidents from world-famed conservatories in 16 countries across Asia, North America, Europe and Oceania have been invited to the event and inaugurate “Global Music Education League” in a bid to disseminate diverse music cultures via this platform with concerted efforts.
Beijing is a city blessed with the all-embracing traditional culture and an art atmosphere featuring open innovation, and it is home to top Chinese artists, art schools and practitioners, of which China Conservatory of Music has been long reputed as the cradle of Chinese musicians and the palace of Chinese music, noted WANG Liguang. All participants are presidents and heads of world famous conservatories and it is reasonably believed that the cooperation between them will turn out to be a milestone in the international music education.
This Global Leadership Network on Higher Music Education will run from September 10 to 12 as scheduled. During the session, five president forums will be held to focus on three topics, that is, “the contribution of music schools to civilization,” “the trend in globalization of music education,” and “music is an ambassador for world peace.” Meanwhile, a series of teaching activities featuring “President in Classroom” will be launched. The concert titled “Guo Feng” to be staged at the opening ceremony, in which well-known artists such as LIU Dehai, SONG Fei, ZHANG Weiliang, WANG Zhongshan and LEI Jia will give the performance, will serve a wonderful audio-visual artistic feast that highlights the characteristics of Chinese music.
During this session of Global Leadership Network on Higher Music Education, conservatories from China and other countries will establish a strategic partnership to enable rich international cooperation, exchanges of teachers for mutual improvement and students for joint education, mutual recognition of academic degrees and the building of orchestra academies comprising internationally first-class musicians, and explore the scientific paradigm of high-caliber musician training in the era of globalization, according to the organizer.
Meanwhile, the Global Leadership Network on Higher Music Education will convene on a regular basis to organize the “Conservatory Award” activities among global conservatories, the global efforts to address the common issues in the music development, and a variety of rewarding music activities through the Global Music Education League. It is an important move made by China in the global cooperation of music education.
More than 30 presidents and heads of world-famed music conservatories from 16 countries in Asia, North America, Europe and Oceania are invited to the event, including the counterparts from Berklee College of Music (the United States), Birmingham Conservatoire (the United Kingdom), and the University of Chicago Department of Music (the United States). Conservatories from China and other countries will reach agreements on reciprocation of teacher for cooperation, exchanges of students for joint education and mutual recognition of academic degrees, and set up the Global Music Education League, the first of its kind.

It is the first time in the global music education circle that this grand international music event is able to attract the largest number of presidents of world-class music conservatories. Presidents of 38 conservatories from the U.S., the U.K., Germany and China attended this conference and had discussions on the contribution of music schools to civilization and the trend in globalization of music education.
Vice Mayor of Beijing Wang Ning said at the opening ceremony on September 10 that since Beijing is being built into a national center of politics, culture, international exchanges and technological innovation, new measures will be taken to move forward with the development of music education and evolve China Conservatory of Music into an internationally first-class university. It is no easy job for music institutions of higher learning to shoulder the responsibility of protecting and developing treasured legacy of music, noted Kaarlo Hildén, Dean of Sibelius Academy at the University of the Arts Helsinki. Tradition needs to be reviewed from two perspectives: firstly, components of tradition are not equally important; secondly, how to develop the tradition bears heavily on the students’ readiness to cope with the rapidly changing world. For this end, music institutions of higher learning should establish cooperation ties to preserve the music heritage of great value.
Bard College Conservatory of Music (the United States) has initiated a Sino-American Music Academy with a start-up capital of one million dollars since “we have realized the importance of Chinese music culture and its pivotal role in enriching modern artistic forms,” noted Robert Martin, head of Bard College Conservatory of Music. He held that only through mutual benefit could the responsibility of education for the new generation be fulfilled.
“Forty thousand years ago, humans knew how to use musical instruments.” Music is probably the only natural expression form that tells mankind apart from other creatures. Music institutions need to strengthen education in the humanities in addition to offering comprehensive curricula, so that “the balance between legacy, sustainability and innovation of music education will be the key to the future of our graduates under the positive and negative impact of globalization”, noted Martin Rummel, Head of School of Music at the University of Auckland in New Zealand.

Each performance was greeted by a prolonged round of applause when it ended.

CCTV News: Presidents of the world’s leading music conservatories went into the classroom of national instrumental music at China Conservatory of Music, conducting teaching exchanges and experiencing Chinese music styles.
Jamal Rossi, Dean of the Eastman School of Music (United States), is an active saxophone soloist and chamber musician, and featured on numerous recordings. As the presidents of the world’s top music conservatories, Rossi and his peers spoke highly of the March of the Toreadors played by the students with Sheng—a traditional Chinese national musical instrument.
Rossi said, “They are highly skilled in the performance and able to combine Chinese national instruments with Western music works. These students really enjoy playing classic Chinese folk music songs.
In another classroom, Although President Rossi was not familiar with the song the students were playing, he could name the instruments in Chinese—Erhu, and he could feel the emotions the Chinese folk songs conveyed.
“Although music works vary in terms of types and cultural backgrounds, the music itself has one thing in common, because the audience can feel the emotions conveyed by the music. Although there are huge differences between Chinese and Western music, they can connect the common emotions of mankind, so I think this is the common point of music under different cultural backgrounds,” said Rossi.
Rossi told the reporter, Eastman School of Music will work with China Conservatory of Music to build an international cooperation platform for sharing global music education resources and explore an innovative model for training high-end music talents through the Global Leadership Network on Higher Music Education.
“In fact, we are working on a research project that includes musical works in different cultural contexts. This means that Chinese students have more opportunities to study at our school, in which we are very interested, and we’re discussing this with China Conservatory of Music,” said Rossi.

The Global Music Education League is committed to pushing ahead with establishing and carrying forward different cultural and music schools worldwide, and aimed to increase the exchanges and cooperation between international music institutions against the backdrop of globalization, develop global music education and build a world-class academic community that comprises music teaching, research, composition and performance. It strives to provide an international platform for musician training, teaching, research, resource development and exchanges, to create an international system of music education that is accordant to the development trends in future, to push ahead with the development of traditional and classical music worldwide, and to increase the mutual understanding and communication between different music cultures. It has been learned that after the inception of the Global Music Education League, academic resources of music worldwide will be pooled to prepare for the compilation of World Music Encyclopedia and to launch Yearbook of Global Music Conservatories. In addition, concerted efforts will be made by League members to initiate and organize top international music competitions. After the Global Music Education League was founded, all its members have elected the league directors. The directors elected include China Conservatory of Music (Asia), Eastman School of Music (North America), Sibelius Academy (Europe), Sydney Conservatorium of Music (Oceania) and the Department of Music, the University of Chicago (North America). In the subsequent meeting among the League directors, WANG Liguang, president of China Conservatory of Music, was elected Chairman of the Global Music Education League. In the future, the Global Music Education League will convene on a regular basis, and the president-council system will be implemented with a tenure of five years.

Kaarlo Hildén is the dean of the Sibelius Academy. Hildén was the Programme Director of Hanasaari Swedish–Finnish Cultural Centre. He has taught the piano, practical accompaniment, and music theory at Sibelius Academy and Helsinki Conservatory of Music.

Anne Walters Robertson
Anne Walters Robertson, Ph.D. and professor, is the Dean of the Division of the Humanities and the Department of Music at the University of Chicago. Robertson’s highly interdisciplinary research is focused on the music of the middle ages.
Robertson is the only winner of all three books and article prizes of the Medieval Academy of America. She was elected a fellow of the American Academy of Arts and Sciences in 2008 and a member of the American Philosophical Society in 2015. They visited Beijing with the curiosity about the excellent traditional culture of China and their unique artistic standpoint. As the doubts in them gave way to delights over the three-day session, the value of the Chinese National School of Music has been widely recognized by global peers.
Music lifts human civilization to a new height
A diachronic look at music in history shows that the oriental and the occidental interpret music from different dimensions.
As early as the beginning of the 19th century, German composer Richard Wagner said, “music connects human beings with ideal bonds.” About 2,000 years back from Wagner, an ancient Chinese sage gave a definition in The Book of Rites – Record of Music: “All music is generated from the heart.” “Different sounds regulated and coupled with dance properties are called music.”

Nowadays, do the value and role of music increase or decrease?

Music school epitomizes the national culture
Now that the macro value of music is widely recognized, how can it be brought into full play? All participants made a concerted call for further accentuation of music education’s role in today’s arts education.
Michael Houlahan, dean of the Academy of Music at the University of Pennsylvania, and Banawitayakit, Dean of the Faculty of Music at Silpakorn University of Thailand, argued that music educators are playing an increasingly important role in global diplomacy, culture, and economy. In the new historical period, music teachers themselves need to expand professional knowledge and groom students to become innovative and multi-skilled artists.
From recognition of music value to emphasis on music education, and then to opening up approaches to music education that are adaptive to the 21st century — all these opinions and suggestions are the new recipes for the development of music.
But for a specific country, how can the potential of music be maximized? It would never be as easy as mechanically copying mature models in existence.
On this issue, Frank Kouwenhoven, Chairman of CHIME (European Foundation for Chinese Music Research), clamored for music education, which would be deprived of any prospects, students would be disoriented and the national music development would be adversely affected if it was not rooted in the fertile soil of its own national culture.
What is the right orientation then?
The answer is to establish a music school of its own.
Across the world, many music schools are epitomes of their national music cultures, such as the Venetian Music School, the Viennese Classical School, and the New Russian School.

The answer to this question needs to be offered by taking a look at more than 30 heads of foreign music conservatories converging in Beijing. It is quite interesting if we viewed from the perspective of China.
Among such foreign principals there are some Chinese sons-in-law, such as the Dean of BCU Birmingham Conservatoire, the Chairman of CHIME (European Foundation for Chinese Music Research) in Netherlands. In addition, some of them are partners to the Chinese side, such as the head of Bard College Conservatory of Music, whose speech was titled “Our Vision: Establish Sino-American Music Academy,” and the president of the Boston Conservatory, who, together with the director of admission, was readily poised to sign the strategic cooperation agreement as soon as possible because a contract will set their minds at ease as he asserted frankly.

It is the great charm of the Chinese national school of music that attracted so many global peers to China with joint recognition of it, as unanimously noted by Ludovico Bramanti, Director of Conservatorio Rossini, Andrej Grafenauer, Dean of the Academy of Music at the University of Ljubljana, and Dmitry Yablonsky, Dean of the Buchmann-Mehta School of Music at Tel Aviv University.

For example, LI Shutong composed the Farewell by using foreign tunes to depict Chinese scholars distressed at parting; XIAO Youmei tried to reproduce the glory of the Raiment of Rainbows and Feathers Dance by using Western orchestration; XIAN Xinghai composed the Yellow River Cantata in the form of Western Cantata.
The Chinese National School of Music came into being as a joint result of the thousands of years’ historical accumulation of Chinese civilization and the contemporary great renaissance. Its emergence fully reflects the cultural confidence and cultural consciousness of the contemporary Chinese people and is the only way to lead us towards a cultural power.
Q: Today, how do we carry forward the Chinese National School of Music?
A: “You may know rise and decline if you seek wisdom of ancients.” The development of the “music school” does not simply rely on composers “crossing the river by feeling the stones,” and the concept of “music school” does not exist only in historians’ literatures. Today, the Chinese National School of Music must be established at a new level, with in-depth cultural thinking and more important historical responsibility. “Learning from the history” and “seeking innovation” are both essential.
The Chinese National School of Music strives to inherit the Chinese civilization, absorb the essence and energy from national cultural treasures, and rejuvenate the ancient oriental music with new rhymes. Nowadays, an important task for us is how to extract the ideas, roads and measures of contemporary artistic development from the abundant historical heritages, so as to enhance the level of art education and guide the direction of artistic creation appropriately.
On the one hand, we must stand in awe of history and fully tap and sort out China’s cultural resources. On the other hand, we must respect the contemporary conditions. The big Chinese family made up of 56 ethnic groups have given birth to inexhaustible outstanding music elements, including “Xintianyou” roaring in the sky, gentle and elegant “Mo Li Hua,” Mongolian “long drawn songs” singing heaven and earth, and maniac and joyful “Mukam.” The excellent music achievements of different ethnic groups gather together, not only reflecting the wisdom of people, but also becoming inexhaustible sources of art for artists.
Q: What should the music education circle start with to promote the Chinese National School of Music?
A: Building the Chinese National School of Music is not merely the accumulation of works, but also touches on the music education. At present, we, based on the studies of Chinese ancient civilization, encourage inheriting the studies of Chinese ancient civilization, carrying forward the quintessence of national music, developing national musical instruments, and making Chinese music powerful. This is not a simple slogan, and it is necessary to capitalize on our own national characteristics more during daily teaching, so as to highlight the characteristics of Chinese culture in Chinese vocal music and Chinese instrumental music, including music theory and music creation. This concept has been recognized and praised by our world counterparts.
Moreover, we are making explorations in terms of three aspects. First, we adopt an open-minded and more inclusive attitude to accommodate the world’s outstanding cultures and attract world-class scholar artists, in an effort to fully realize the goal of first-class running of the school. Second, we carry out comprehensive teaching reforms and establish interactive education programs of music and the studies of Chinese ancient civilization, in a bid to enhance the artists’ cultural accomplishments and cast the great souls of artists. Third, we try to inspire music works that can go global
In conclusion, establishing the Chinese National School of Music, carrying out reforms of Chinese music education, and ultimately enhancing the qualities of Chinese people and highlighting China’s cultural soft power are the cultural responsibility of Chinese music conservatories and the historical mission of national art education professionals.

Global Music Education League Founded: Cultural Confidence Leads to Artistic Prosperity

Recently, the Global Leadership Network on Higher Music Education was held in Beijing and announced the founding of the Global Music Education League, and WANG Liguang, President of China Conservatory of Music, was elected as Chairman of the league. The league covers more than 30 world-class music conservatories in Asia, North America, Europe and Oceania, and serves as a rare high-level academic platform in the field of international higher music education.
In the future, the Global Music Education League will be normalized and adopts the chairman-director system with a tenure of five years. The league is committed to promoting the establishment, inheritance and development of different music cultures and music schools worldwide, propelling the development of traditional music and classical music of different nations in the world, and using the unique power of musical art to eliminate barriers and purify minds, so as to make music an ambassador for world peace. It is reported that China Conservatory of Music, Eastman School of Music, Sibelius Academy, Sydney Conservatorium of Music, and the Department of Music at the University of Chicago were elected as members of the first Board of Directors with an overwhelming majority of votes.
Advocating the Chinese National School of Music is a cultural self-consciousness
As the initiator of the Global Leadership Network on Higher Music Education, WANG Liguang was the most frequently asked “why the world’s top music conservatories and research institutions can be attracted to China and gather in Beijing?” “Cultural confidence,” he answered sonorously and powerfully. “How is it possible for a weak country with no cultural confidence to achieve the prosperity of art?” “What aspect of Chinese traditional culture can go global and how to go global?” He has been thinking over these issues a lot.

The Chinese National School of Music is not the reproduction of Western music, but instead, it is branded with the characteristics of the Chinese nation’s outstanding culture, so foreign artists will be deeply attracted.

It is reported that the league will gather music academic strengths worldwide to prepare the World Music Encyclopedia and release the Yearbook of Global Music Conservatories, and will hold international top music competitions together with the league members. Making the Chinese spirit stand at the core of future Chinese artists
Some people say that music education amounts to singing and playing musical instruments. In Wang Liguang’s view, this understanding is clearly not profound enough. Compared to Guzheng, bamboo flute and other national musical instruments, some parents are more willing to let their children learn playing piano, flute and other Western instruments. He held that the ideas of “worshiping Western instruments” and “Western-oriented music education” still exist in some people’s minds. “In my personal view, this is not because Western instrumental music is more attractive than Chinese instrumental music, but because there are few Chinese instrumental music works, and some of the few works are not recognized by the public.”
“Let’s compare the violin with Erhu. Violin works, varying from the classical music by Haydn, Mozart and Beethoven in the 18th century, to the romantic music represented by Schubert, Mendelssohn and Schumann, and to the national music represented by Tchaikovsky, Sibelius and Dvorak, are rich in styles and subjects and worth hearing a hundred times, and no one is able to play all of these music masters’ works in his lifetime. However, Erhu works are inadequate. We may feel embarrassed that we have to play the Moon over a Fountain again and again from middle school to college and even to graduate school. Although it is not a common phenomenon, it does happen.” WANG Liguang said that this is only one aspect, and to find and solve the problem is the key to overcoming it.
WANG Liguang said, “To achieve the great rejuvenation of the Chinese nation requires huge cultural power and cultural confidence which cannot be copied but can only rise through inheritance and innovation. The cultivation of Chinese music talents stresses the needs to fundamentally strengthen the study and research of music education, composition and traditional culture, and maintain the profound recognition of traditional culture.” He made explorations in practice while thinking over this issue, putting forward the idea of school running by “inheriting the Chinese culture, raising the Chinese melody, training Chinese talents, and developing Chinese music,” in an effort to make the Chinese spirit stand at the core of future Chinese artists.
In the process of advancing human civilization, music art has already evolved into a noble spiritual pursuit. WANG Liguang has a unique appreciation of the charm of music. “If we say that ‘music is like a church for our heart, purifying our life and helping us get rid of vulgar thoughts and interests,’ this cannot be achieved by simply showcasing techniques. The art of music is derived from the nature, life, and sentiments of all mortal beings. Its cultural implications at multiple levels mobilizes the audience’s all the senses and aroused the audience’s deep thoughts, leading to a resonance of life through the combination of cultural feelings with the audience.”
The popularity of art examinations will not fade
Is the intense popularity of various art exams in recent years real or just a superficial phenomenon? WANG Liguang said that people’s desire for art and pursuit of artistic hobbies are prevalent in any era no matter before or after the reform and opening up, and such desire and pursuit may be even more intense especially when the material civilization was not fully satisfied and a spiritual sense of belonging was more needed. Speaking of art, it has always been the case. He thought people’s love for art cannot be simply measured as being professional or non-professional and it spontaneously bursts out from people’s heart.
“In fact, learning art is not just a simple academic study of art. The love for art, in fact, is the pursuit of life. With love for art to a certain extent, if one has professional learning opportunities such as going to a conservatory for further study, why not do it?” WANG Liguang argued that the popularity of art examinations will not only happen in recent years but also continue in the future.
During winter and summer vacations every year, we can see long lines at the registration of music grading tests, which is as popular as the registration for art examinations. WANG Liguang said art is derived from life and represents the best expression of emotions. People extricate themselves in the love for art and this is the charm of art. When an art lover learns art to enhance aesthetic cultivation, making progress year by year in the expression of emotions by art is surely an exciting thing. A grading examination is only designed for higher grading, but it is impossible to achieve professional training and enhance aesthetic cultivation through a grading examination.
Art education of a conservatory is designed to allow students to master a correct way to learn music. For example, for piano playing, students must master a correct playing method; for Erhu playing, students must also master a correct and scientific playing method, so that they can make fewer detours in the learning process. Everyone can achieve the ultimate goal of art. However, if your method is right, you may achieve it in probably five years; if your method is wrong, you may not achieve it in even twenty years. It is skills that play a role in this process.
